In 2010, the 219th General Assembly of the Presbyterian Church (U.S.A.) called for the formation of a Commission on Middle Governing Bodies to consult with presbyteries and synods about these matters. The 21-member commission is to report its findings and recommendations to the 220th General Assembly (2012).
Among other items, the commission was also given the authority to act on behalf of the General Assembly to organize, divide, unite, or combine presbyteries and synods, upon an affirmative majority vote of those middle governing bodies affected.
